Riot can hotfix it... but will their 'fix' actually fix the problem. From what I've seen out of their capabilities, what will they break with the fix? They haven't really fixed anything lately that doesn't break something else at the same time.

Yes that's why league needs to make the game from the ground up code wise again now that they have more resources to pour into coding. Weak foundations cause weak walls and roofs.
