anyone thinks TLD should have on champion cooldown?

so we don't get cheesed early game with multi procs from different champs including some supports that proc it easily.

Thunderlords does have a 25 second cooldown early on which scales down to 15.

that is not what am saying. what am saying is that 2 champions shouldnt proc 2 thunderlords on one champion at the same time.
