There's a cap of only 12 key fragments per month that you can earn, as you get close to that cap your droprate becomes very low until 30 days passes and your droprate resets.

i have never got 12 keys fragments like for real i sit on 2 keys for 3 weeks now not even kidding

I've got more keys than I know what to do with, I think I'm sitting on 9 completed keys. I kid you not I get about 2 or 3 key fragments a week it seems (pretty decent win rate, and wins = chance of drops)

My problem is I just don't play a wide enough variety of champions well enough to get chests to unlock anything.

i only spam xin zhao i get chests but no keys sad day

You can only get 1 chest per champion per year, so at most you've received 2 chests from spamming Xin Zhao.
