Why Does Rito Do Nothing To Stop Botters?

Legit every game ive played on my level 20 account I get at least 1 or 2 bots that just int under tower, afk under tower when behind, or just do disconnect. This problem has been in League of Legends for how long and Riot hasnt done anything to stop them? My god.

Bots and botters do get banned, it's just a constant back and forth. Riot bans the bots, the botters change the program so it's not noticed, Riot changes their algorithm to find the bots and bans them again, and the cycle continues.
