@Meddler: Do you think Lux could use a little love?

There's three main things I'd like to have happen for her.

1. Lower the mana cost of her E. 130 mana at level 5 is nasty for her, especially since her E doesn't do that much damage. Changing it to 70/80/90/100/110 from 70/85/100/115/130 would be good.

2. Improve her E's responsiveness. Allow it to be "pre-detonated" like Gragas' Q so that Lux can land easier hits at long distances.

3. Change Lux's W to give her the shield at the start of the casting animation rather than at the end. This is necessary to make Prismatic Barrier more responsive.

Lux isn't weak at the moment (just recently got a triple kill with her with a single laser :D), but she suffers from inadequacies compared to other mages right now. The above changes would definitely put her back into perfect condition.
