Fleet footwork has AP scaling yet only one AP champion has only been able to make use of it successfully as far as I know.
Allowing it to proc on single target spells would open it up to a lot more AP champions and help make it more unique and distinct from among the main keystone runes used by ADC's as well imo.

Annie will never not run predator or electrocute Brand stays with comet/ahri because damage op Cass would be nice but she casts super fast and doesn't need the sustain Kat 100% is designed for electrocute use, Same with Leb Ryze same as Cass Vlads pretty much unplayable after nerfs

I think your both right tbh most the champions you listed wouldn't take FFW even with the change but it seems that you view champions taking unorthodox runes as a bad thing as opposed to the other person and me.
