What Happened to Azir?

Has Azir just become a permanent resident of the League garbage pile? I main mid lane so I tried playing him today only to realize he has basically been dumpstered over the years. They removed so many of the things that made him cool, like his attack speed and cdr scalings, ability to burst down turrets, knockup, and they even removed the knock down effect on his ult. I understand that he can be oppressive in higher levels, but so can champions like Lee Sin, which have received tons of buffs while Azir is consistently tossed into the ground.
