It just feels too strong, especially on certain champions 
and i'm sure there are more that make good use of life steal.
What I would like to see instead, is keep lifesteal ONLY on the passives/kits of champions, but remove life steal items from the shop with the exception of dorans items, runes, and masteries.

Removing lifesteal would effectively eliminate substantive gameplay for about 30% of the champs in this game and all ADC's.
Get over it, life steal exists.

But when a life steal tank, can 1v1 basically anybody in the game, and come out with a kill and still have 90% of their hp, there is a problem =/

that's just one example, the issue isn't that they won the fight, its that they came out of it with damn near full hp, which happens often. That should never be the case assuming they aren't super fed. Other champions can achieve the exact same effect.
