Something like what i am about to suggest has been suggested before but here is my tweaked version of it.

Why not have a mentor program for new players?

Players could choose to queue for regular / exsisting blind pick OR mentor mode blind pick.

In mentor mode blind pick at least one person on each team is lvl 30 and goldv or higher in ranked. This mentor must also have ZERO disiplinary actions on their account for the season.

All non mentor players will also need ONE or less disiplinary actions taken against their account to use this mode.

All non mentors will play the game like normal, and the expectation will be that the mentor in game can give advice and be asked questions about league and will respond in a non toxic way at all times.

The mentor will have all rune pages disabled and mastery points will be set to the average level of all game participants. (for the sake of being as fair as possible)

After completing a season as a mentor, the mentor should receive one skin of their choice (or maybe a custom skin made just for people in the mentor program?) thus they will have an incentive to mentor.

Plus sides: games will be considerably less toxic.

New players can learn from experienced players in a non toxic environment.

Mentors get a free skin for helping teach new players and make their low level experience better.

Cons: low level players would be playing against at least 1 gold player. However smurfs already ruin low level queues so this is a minimal problem imo.

To be perfectly honest this would be fine too if the mentor wasn't allowed to play, but could type and coach from chat and ping. Even though I would not qualify at the moment (planning on actually playing ranked and trying for gold this season), there are a lot of times that I don't necessarily feel like playing a game, but the spectator mode is just too passive. This would be a decent option to coach up some of the newer players.

I saw your earlier post and was just about to make its own thread if you didn't. Well thought out, this idea has a lot of potential I really hope Riot looks at it. Nice job! I like both options (for the mentor to either play or spectate from the sides)

The option to get whichever skin they want would kind of be a bad idea. Maybe just a mystery skin or a cool badge on their profile/loading screen?

I love this idea! I proposed something similar in another thread a bit back, and some people connected in it, volunteering to be mentors and asking for mentors. It seemed to be a well received idea, and I think it could do a lot for lowering the toxicity of the community.

Very few people would want to be the mentor. Remember that this is a game, people want to play it to have fun and be in competition with each other.

I already help out new players in intro/beginner bots but I never play ranked. You don't need to be Gold whatever to help new players with basic mechanics, and lets be real, this system would best be served helping the newest of the new get used to movement in a moba, the lane setup, importance of CSing, and when to trade and proper back timings. I find your idea insulting at its very core that people should be ranked to help new players and expect rewards for making the new player experience better. As it stands, those of us that already donate our time to improve a new player's experience aren't even eligible for the 10ip the bot match would be worth, yet you suggest your mentor queue should be worth a skin and have a barrier to entry.

Is there any game that has this as a function or mode? I don't think riot is run by trend setters. They take existing ideas and figure out how to monetize them. They won't be the first to emplement some thing so benefitial that doesn't also make it rain. That damn capitalism
