I mean...that's fair and all but in many cases Trinity Force is the BEST item for them because it was built for them. BoRK wasn't built for EVERY ADC, it was build for certain ones, like Kalista, they buffed it's damage though so now it's a must buy even outside of ADC's.
Note: I don't think it's overpowered though but some champions might need some nerfs to compensate for it's power considering lucian has a 40% playrate and 53% winrate, a playrate above 20% usually means bellow 50% average unless the champion is to strong. (other champions are like this right now too though so don't take it wrong like i only want Lucian nerfed.)
Champions like 
feel underwhelmed by bonus base AD. Upgrading 
into lowers damage output even if "triggered".
Yes, tri force gives EVERYONE WHO CAN USE IT a big power spike, but there aren't actually too many champions who can effectively use the procs beyond maybe 1 or 2 per fight. Compare champs who it was designed to benefit (ezreal's q, irelia's q resets, jax's w and 3rd ult stack etc) to anyone else and there's a huge drop in overall dps added.
Sterak's may give 70% base ad, but that is BASE ad, which is drastically lower than any bonus ad champions typically build. Hell, a BT alone would give more total ad than the sterak's proc in many cases. Add in the "if it triggers" from your statement, and you have an item that is only appealing to a select few champions...which is the purpose of the design.
