Frozen heart has a 10 armour buff on the PBE

We have a new rune that converts excess CDR to AP. That's going to be useful on tanks.

Issue with FH is that there's not much reason to build it over other items.

It gives Armor, but no HP. That flaw means that its main selling points are the AS aura and CDR.

The AS debuff is considerable, but the CDR, which is much of the items value, is undercut by just how common that stat is now.

Riot keeps throwing 10% CDR on every other item, so why dedicate an item slot to it on a tank?

I mean, in the past, I used in as a niche caster item for tanks.

Especially on Sion. It was a rush item against an AD opponent. (against an AP opponent, I would get a specter's cowl, then rush FH)

Though currently, that niche is largely filled by Abyssal Mask. Though it's offensive power is partially wasted on Sion, as a number of his abilibies are Physical damage.

I'm pretty sure that would break again.
