Ekko's kit is overloaded

Why does he get to be tanky, mobile, have a long stun, a 90% AP ratio on his Q (that's including the damage it does when it comes back after you throw it), and he gets an ult that gives him his health back?

He's really too safe compared to other assassins like Zed.
