The reason behind it are carry & mage junglers:

Carry Junglers (MasterYi Nocturne, ..) take a lot of damage in the jungle and often decide to smite the red buff because of that. Taking away the true sight aura that junglers normaly get from raptors. Increasing the rewards for this trade could help these type of junglers a lot. So they can smite the red buff with low health early and go away with full health after the camp is cleared. Allowing them to gank or take another camp.

Mage Junglers (Fiddlesticks,Karthus ...) are already in a decent spot right now. But some of them struggle with mana management. AP junglers just don't have to luxery to get an sustain item for their mana problems. And even if they decide to take an sustain item. Their aren't many sustain items beside item 3070 where they actualy can go for that doesn't overcap their CDR. So an buff their could help them.

Overal this buff would only effect the junglers that need the sustain provided from smiting the red & blue buff. Since other junglers would prefer taking the raptors anyway. It would also help junglers that are playing from behind what actualy is not a bad thing since junglers could get pretty far behind in this jungle.

For the record, I usually go Buff Ward (for anti-invasion purposes) then either Gromp (smite first) -> Blue -> Wolves -> Raptor -> Krug (smite first) -> Red (smite whenever) if I'm mana hungry OR Krug (smite first) -> Raptor -> Red (smite whenever) -> Blue side (order and smites dependent on champion played).

Anyhow, the best way to solve the mana/health issue with mage/carry junglers would be to rework Machete's health and mana regen into % missing or % max effect like Garen's or Veigar's passive. Either that, or have it work on Rift Scuttlers in addition to hostile neutral monsters so that the flat mana/health regen actually has time to act as sustain (I mean, Grave's passive works whether attacking or being attacked: why doesn't this?).
