Can off meta runes get IP changes?

To begin with I feel like requiring players to spend mass amounts of IP to unlock runes which are a key component to the game is ridiculous. However that aside, can we atleast get all of the runes outside of meta runes to get a reduced price or even get them down to 1 IP? Examples: HP regen runes, gold gain runes, Death timer runes, Experience gain runes, ect.

Charging full IP price for these sort of runes that aren't viable enough for players to need or want seems abit weird. At the very least making them cheap to buy would encourage some players to atleast pick them up to try them and give them some play time as it'd cost them nothing to do so.
