anyone with range beats them and there reworks make there laning phases weakeer then before. Riven never beat a garen or a daruis top before there reworks but after there reworks she shits all over them.
feryvunny1 votesClearly you are in a low ELO then. Garen was barely "reworked". He's the same except some utility nerfs on Q. His E does more damage later. And with the new items, Darius and Garen do more damage mid-late game than ever before.

his q alone lost 1 second of movement speed at rank 5, 1 full second of silence at rank 5, with the rework. additionally 5% movement speed bonus with the recent nerf.
he got a whole load of base stats nerf including to his health, and another 5 base ms in 5.17
his w lost the 30% tenacity bonus during the active. the change to his w mechanic means he walks into lane with a lot less armor than before.
his spin deals significantly less damage until lvl 7.
the increased damage on his e is also really only noticable in 1v1 scenarios, when he doesnt spin on multiple targets.
the only straight buff he received was the addition of the villain mechanic. in any other case, they nerfed other parts of his kit to compensate for the increased spin damage lategame. and almost all of the nerfs did impact his early game.

Darius maybe. Garen? Garen no longer wins lane and loses game against Riven. Now he crushes lane and carries the game.
