It IS the PBE's fault. The Juggernaut patch, where Skarner and Mordekaiser were unstoppable monsters that destroyed all opposition, was broken BECAUSE of the PBE players.

Skarner was supposedly too weak, and Riot listened to the PBE players and buffed him because the PBE players said to. The same thing happened with Mordekaiser. The PBE players turned reworks that were decently strong into monsters that could charge in 1v5 and kill everything.

Because a vast population of PBE players are not diamond or anything, no offense to anyone. PBE is generally pretty ineffective, as you have people who don't know how to abuse potentially powerful features, and then you have people who are actually way more skilled than anyone in their game and can stomp them with AD Soraka.
