RNG is unhealthy and has no place in a competitive game. Delete her from League.
She Shouldn't be able to get any drops because she shouldn't be in the game
I think, because of how controversial it is. They could replace W with something else.
A few other changes could be made.
If we actually just took out Q, W, E, and R and replaced them with other things altogether, we could be good to go.
I feel it would help if she could only steal drops from other champions, including perhaps allies. She might need buffs in compensation, but at least it would allow her to access the full range of summoner spells and items without requiring her to have even more under-the-hood RNG work done to make her less frustrating in lane.
I don't like the idea of "Zoe can get any Summoner Spell/Item in the game!... Except for: (lists all the damage stuff)".
Kinda ruins the whole concept of being able to pick up anything.
I think the best course of action is enforcing a "use the stuff you just picked up immediately" thing, rather than "pick it up and use it when you feel like it", and enforcing a "if you want to deal damage with this, you actually have to stay close to the target" so she can't just sit on an Ignite and you can't trade with her for the next minute and she can't jump in, quickly deal damage and then jump out.
So kinda like:
Cooldown removed. Now costs 50 mana to use.
Enemy lock-on range decreased to 500 from 550.
ALL Spell shards on the ground durations decreased to 10 seconds from 40 seconds (20 seconds for minion spell shards).
Zoe can only hold a spell shard for 10 seconds down from 60 seconds.
Only champions and large minions can drop spell shards.
Number of orbs increased to 5 from 3.
Damage per Orb decreased to 10 / 20 / 30 / 40 / 50 (+ 10% AP) from 25 / 35 / 45 / 55 / 65 (+ 18.3% AP).
Total magic damage changed to 50 / 100 / 150 / 200 / 250 (+ 50% AP) from 75 / 105 / 135 / 165 / 195 (+ 55% AP).
Orb duration decreased to 5 seconds from 10 seconds.
Bonus movement speed decreased to 30 / 35 / 40 / 45 / 50% from 30 / 40 / 50 / 60 / 70%.
I mean, are mobility and slows not utility? Although I know what you mean: defensive over offensive drops, since it has innate offense.
I think her entier W should go, nothing about it is healthy and worth keeping in the Game, Minion drops add RNG bsed powerspikes and the stealing mechanic punishes opponents for useing basic game mechanics and doing the right thing. If there is a Zoe in the enemy teanm you get punished for building active items or useing summoners, and that imo is an absolute no go. It's just as bad as Garrens vilain that punishes you for picking up kills.
Just look at the 100 Thives -vs- Golden Guardians game last week. At ~29:15 into the game, Gragas catches zoe with a bodyslam-flash into ult combo, but by doing so he gives her a free flash+speedboost to make the escape afterwards and on top of that she deals some extra damage to gragas through that because why not. Useing you're flash to catch a squishy longranged mage that is out of position should be the reight call 100% of the time, especially when that midlane is by far the main damage source of the team, yet because that mage was Zoe, useing flash enabled not only the catch on her, but also her escape...
