Almost all of the 7.9 item potential updates are failures, but this is by far the worst.
So, a big reason that you wanted to pick wardens/initiators was to rework itemization so that they are attractive for tanks while not making it attractive for "bruiser/tank" builds like yasuo, fizz, ekko etc.

Literally what the fuck. First off, this pulls a 100% opposite. First, the "new" abyssal scepter gives "tank" fizz and ekko and other aps 10% more bonus magic damage really????????????????????????? So now I can go tri, gunblade and get 10% extra damage on my abilities by going a full tank item AND it comes with CDR sweet!
Then, because we really want fizz and other melee AP assassins to be well, AP not "tank" Enter "new" banshee veil. If those pesky backline AP's with their zhonyas and long range cc wasn't enough, let's make it so they get a low CD bubble. As if they aren't already safe enough in back with their range. LB with 8 second bubble come in, oh can't cc me I have banshee "port back" Meanwhile ekko and fizz and other melee APs will get it instantly popped off from ambient AOE damage and now they lose 10% magic damage.
Riot really seems dead set on giving +magic damage bonus to tanks, they've been on about making abyssal scepter a tank item for years. But for the love of god don't be idiots and keep the banshee veil the way it is now. Make it a shield so that when they are hit by an ability, it doesn't BLOCK the ability but pops a shield that absorbs X damage for Y seconds like MAW. Especially now that you are showing blatant favoritism and giving AD their "AD zhonyas" with the new reworked GA and taking the option away from mages. AND ESPECIALLY so it doesn't fuck over so many champions and turn others into demi-gods. It will be blatantly overpowered on back line mages who cant' really be caught and when they do it's because of a well timed ranged cc.
If I sound hostile, it's because I am a bit. I've never seen such poorly thought out ideas. Like it's one thing to test. It's another thing to basically do 100% the opposite of good balancing and everything you've complained about for a while that you were going to fix.
