The MASSIVE Fizz nerfs on PBE @Riot
Riot, before I get into the actual meat and numbers of everything. I want to state that I am THOROUGHLY confused. Everything you said, even the comments you made a week before the update came out, about fizz, turned out to be ABSOLUTELY FALSE. note, i'm sorry if this post is a bit angrily written or negative but I just can't believe these changes weren't written by a monkey or are just an april fools joke until the real changes hit the pbe
What you said vs what you've done include:

You (Riot) stating that if they were to rework fizz his current kill period of 1.5 seconds with shark, 1 second E, 3 second dot and autos was enough of a kill period (they wanted kill window .75 - 1 second) and would instead work on other issues and by other issues they mean........ increasing his kill window to 2 seconds on shark and 2 seconds for any W damage and 4 seconds on dot while an ADC late game kills you in .5 with 2 autos??????????????????????????????????
LANE CHANGES
The only lane based change you've done was put W's active on 1 second cd and refund half the mana if it kills a target. However, W on live costs 40 mana and lasts for all the minions you need to get (such as casters) and it's a 1 time cast. ON PBE, the level 1 W (just to kill all 3 casters) is 45 mana. When you level up the ability, it is 105 mana at level 5 for 3 casters. This does not include if you need to use it on any other minions in the wave. This is a straight up nerf. There is no other change to "help" his laning phase.
You left his horrible passive in the game, which while the ghost mechanic is nice and should stay in his kit, the ad reduction does nothing in a lane whose opponents are spamming spells at you from range. The passive is meant' for top lane when you weave in through minions, poke with his extended AA range and take less damage back from autos in return against top melee AD. You stated you wanted to help his lane phase when he was behind. It was flat nerfed. His problems in lane are that he's a pure melee, with no sustain, no tankiness and his only way to deal with constant poke and zoning from opponents is dive all in or use his high mana/high cd escape ability to dodge lower cost, lower cd spells. His W farm was not an issue and this change does nothing but nerf even that ability.
DAMAGE CHANGES
The big meat and potatoes. Just eyeballing the numbers, it is a 100% nerf. When you actually math the damage out, he has lost over 30% of his damage. Then you give only a portion of it back with extreme conditional things that will barely happen in high elo (max range shark and sitting 2 seconds in melee until you can get W to proc).

Let us take JUST the AP ratios from live vs the AP ratios from PBE and plug in how much damage is done over 2 seconds. (we also assume the dot did the full damage) Assume one lich bane proc and max build 700 AP.

2870 damage from Ratios in 2 seconds AS FIZZ ON PBE
So by assuming you do everything basically perfect, you still do less damage than fizz does on live. Meanwhile, Live fizz does not have to wait 2 seconds in order for the damage to pop off.
Now, let's assume you do not get a PERFECT scenario for PBE (assume you get engaged on and are going to die within .5 seconds (current vayne late game will 2 - 3 shot fizz in less than a second and he's alone)

Do you not understand how massive these nerfs are. Best case scenario he is still under damage and worst case his damage is almost HALF.
I can do base damages but I think you get the point, the base damages do not fair much better because you are again missing the 20% amp.

Riot, can you also explain how you expect the Fizz to survive in melee for 2 full seconds to pop off his W damage late game when you die in half a second by adc who 2 or 3 shots you?

Riot can you explain how you expect us to hit max range sharks with a 1300 missile speed? (morgana Q is 1200 in comparison). It is currently well known on live that as Fizz, you use Q and shark while Q'ing otherwise everyone can easily use a short CD mobility tool to dodge or step side it like they do morgana's Q.

Riot, can you explain how he is the hardest to PEEL AND PIN DOWN when akali gets a short teleport with shroud, 3, 800 yard triple dash with resets and leblanc gets to double distortion in and port back after .3 seconds to either location? Kass has 500 gap open/close on 1.2 CD : Meanwhile Fizz has 3.6 seconds on a 550 targeted dash and 6 seconds on 600ish E gap open/close with max CDR.

Riot, can you explain how his lane phase was buffed?
I'm sorry if i'm salty but these changes are ripe for a massive 30% win rate tops if you push these changes to live unless you have some massive changes to mobility like E resets on kill/assist, or MASSIVE increases in damage or big changes to survivability or a combination of such that haven't come out yet. Everyone is touting these as big buffs but there is nothing there but BIG nerfs. I've mained fizz since season 2 when he came out up until now, have over 6000 games on him and I was SUPER excited because based on what you were saying, you knew exactly how fizz worked and what needed to be done. And then he comes out on PBE and it's a ???????????
I've followed PBE for years and rarely do you do MASSIVE changes from what is currently on PBE. What is on PBE is more or less what you are going to get on live minus minor tweaks unless you pull the champion from the update to receive more work. Riot, this is one of those times you need to pull a champion from PBE. Push the rest of the sins live without him and figure out a way to properly change his W so that he isn't useless late game or so that the kit can support a delayed damage playstyle (which means you will need to give him range or Q will need to become untargetable, resets, shields or some other form of tankiness or some other kind of change that will allow him to live more than 1 second late game against an ADC).
That would have utterly busted him if he had stayed as he is.
