How's this going to make a difference? If the enemy team knows Ryze ultimate is coming, they're going to CC/AOE the sh** out of that spot.

The buff Ryze needs is his mana costs lowered on W and E at higher ranks so we can opt out of building item 3070 so he hits his item power spikes when he his maxing is main damage sources more reliably.
