They removed it from items since it was only really relevant on Vladimir and Akali at this point; if it was strong on almost anyone else, it would be overpowering on them.

They did not remove it from the game (since it is still on champion's kits, masteries and runes).

Actually I believe you can still get it from gunblade since it's a omnivamp where it's kinda vamps from all source of damage I think
