A change I'd like to see this coming preseason

IMO riot should do something to make CSing easier in the first 5-10 minutes or so. I mean why should people become good at one of the most monotonous chores in the game, a task that you have to do every game, when the devs could create a doran's item that makes CSing easier or a mastery that helps with farming? I'm always hearing how people can get to gold and still have terrible CSing skills.

Maybe this is one area where riot has set the bar a little too high?

Riot also refuses to give us a proper practice mode for CSing, so if I just want to solo practice CSing or 1v1ing with a bot, I have to go extra steps of setting up a custom game or whatnot when I should just be able to one click a PRACTICE CSING button. So it's not like they are encouraging us to learn ONE OF THE MOST IMPORTANT SKILLS IN THE GAME either. If you didn't read the forums enough or go to a youtube channel that teaches you how important CSing is, you'd probably not be aware how critical it is to getting fed.

There's also no requirement for having even basic CSing skills when you go into ranked. Next thing you know, someone getting sent to bronze 2 because his first provisional game was lost as he had a nami top with only 32 CS by ten minutes and he had at least 2-4 games where his ADC or mid couldn't last hit either.
