Good armor pen is exclusive for ADC now

With the changes to LW to cut through bonus armor and give extra damage on enemies with high health, the dmg from ADC vs tanks got buffed, but the ability for an AD caster (Zed, Talon, Jayce and so on) to damage squishies was hugely nerfed. There is simply not enough armor pen in the game to make up for it (20 on Y. ghostblade and 10 on Maw + 10 in runes + 7 % in masteries). This has led to 3-5 % drops in winrates on ALL AD casters - even though many predicted they would shine in this meta.

Dear RITO, i therefore propose the following changes:

Black Cleaver gets 20 flat ArPen back, and can only stack ArPen passive 5 times (up to 25 %)

Brutalizer re-added:

50 Attack Damage 10 Armor Pen 10 % CDR UNIQUE passive: Last Whisper - 25 % total armor pen Cost: 2700

New Item: Huge Sharp Pointy Teeth:

40 attack damage UNIQUE passive: Last Whisper - 50 % base armor penetration Cost 2700

I would like to see at least one of the two Last Whisper-passive items, at it gives you a clear choice if you want to go for squishies or tanks - right now, you can only decide to go for tanks which ADCs does much better than an AD caster.
