To answer your question they are trying to balance the game around solo Q AND professional play. This can be completely bonkers because soloQ balance and Professional balance can be completely opposed to each other.

Treeofwar1 votesdarius is a beast in team fights if he can get 1 kill with his ult then the rest are easy to kill and that is why they are nerfing him. Riot does not look at lcs to balance they may take what they have done into consideration because they play champs to the fullest.
Stiv12341 votesThere are champs that are really good in SoloQ stomping and those that excel in well-built teams. Like, nobody would ask to have Trynda or Yi buffed although they are barely ever seen in pro play. Eve may not be as good in SoloQ, but in the right team comp she is very good.
