his shield is serious BS, one thing I despise about league is how many "oh look I'm about to die, WHOOPS I healed half my health / got a huge shield / got immortality from kayle / being tryndamere / zhonyas now you die instead"
Hard to say. Ive seen that he has done well, but not for really the reasons like "its him thats doing it"..... no, its more like my team seems adverse to getting grevious when he gets conq and has like Nami, Yuumi, or something along those lines sitting with him....
seriously... Its not hard people. Stop trying to think that more damage > reducing heals because it doesnt and it has been proven time and time again except for in the very small times that the draven is 10/0 by 10 mins.
This irks me so hard as im playing support and i feel like i need to buy an executioners on Nami just because my team literally will not.
His W might be op. His turret diving is pretty good. Easy to lane against. He's either balanced or slightly weak. People that don't know how he works just makes it a lot easier to win lane. All Sett needs to do is level up W first, get damaged, then use W for amazing shield and damage.

if even i do well with him every game, he might actually be a tad op
Don't play AD into Sett its just literally impossible, just go AP top if he's top
i would say balanced. it wont surprise me if he gets buffs though, such as his Q and how the cooldown works.
I would say underpowered. His w has insane POTENTIAL but it's pretty easy to dodge/work around if you understand it's mechanics. He needs buffs to his other abilities. Q could use some sort of on hit movespeed so he can actually fight people, his e could use more range so it's actually an ability, and his r could use a whole bunch of stuff, but I'd say more range to start with. Against actual toplane champs like darius and irelia, sett stands practically no chance. They have better damage, better sustain mechanics, MUCH better cc, and something a lot of people don't give credit to is better attack range.
Balanced or weak
He's a new champ and isn't banned very game like every other new champ
Of course he wasn't going to be broken, he's not a new marksman or mage
One day people will remember to build Executioner/Bramble into Conqueror champions...one day...
Even with grievous his passive+w makes his sustain way to good. With Conq/resolve I don't see how he can lose a melee match up.
