Why isn't Glacial Augment a Resolve keystone and Guardian an Inspiration one?

Resolve is supposed to offer extra crowd control - it says so in the page's description - yet all it offers is a bit more tankiness and Demolish/Shield Bash. Inspiration is supposed to offer creative tools as well, yet an on-hit slow is just about the least creative thing in existence. Why isn't Glacial in Resolve and Guardian Inspiration? They should be swapped; Glacial is a CC tool and Guardian is a genuinely creative one.

As a side note, not only is the Hextech Flashtraption rune a meme for 90% of champions but it is literally useless if one doesn't happen to be running Flash and accidentally takes the rune anyway as well. It deserves the 10% Summoner cooldown buff like for anyone that isn't running Flash, potentially giving junglers more Smites, solo laners more frequent TP's etc. Inspiration is overall a letdown of a page right now for champions that don't desire of all things. Biscuits should not be the sole reason a page exists.

As a side side note, one other form of CC the Resolve page could potentially have is a Tenacity DEbuff rune - making enemy champions MORE vulnerable to CC - so long as it isn't too powerful or frequent.
