Why does it seem like Heimer is getting neglected?

Because they can't balance him. He is ridiculous vs melee champions, but you can counter him with many ranged picks. So if they buff him, playing vs him will become even worse as melee, but if you nerf him, he will be underpowered vs ranged. Many junglers already don't want to gank Heimer lanes, because they know that he can get a double with well timed flash.

I mean in terms of a real passive.. or even some major bug fixes..
