Free dodge in ranked?

I think it'd be neat to have maybe one free dodge every month, more or less. I'm very tired of people taking roles hostage (I'm going cleanse+exhaust Nunu JG if I can't mid! Or "I'm going AP Zed support if you don't let me have ADC!") Yes, you can already dodge, but it makes you lose LP in ranked, and possibly places you in LPQ. Even if it's 3 LP, it can still mean a difference if you have that annoying 99LP before promos. Why should you suffer these consequences when it's someone else's fault, and you have absolutely no control over these things? Of course, you could always play out the game, but if the person already claimed they're trolling and actually go through with it, your chances of winning are already less than 1%, because trolling is the kind of behaviour that tends to tilt even the best players. Yes, you can report these people, but reporting doesn't give you back your time or LP. A free dodge every now and then could definitely help with these problems, I think. Not too many so that everyone can start spamming it, but even once a month would be nice. As it is right now, according to Riot, here are the punishments for queue dodging in ranked:

1 queue dodge: 6 minute queue penalty. Lose 3 LP. 2+ queue dodges: 30 minute queue penalty. Lose 10 LP.

Which is a little bit harsh imo, as it kinda shows that trolls win a little no matter what: Either you take the 20 LP loss, or a LPQ penalty+ a smaller LP loss. If anyone sees a problem with what I'm proposing, please let me know, because I really wish to know why or how my proposition would be abusable/unimplementable.
