So i finally got that rune bug?

So i'm guessing i finally got the rune bug for the first time? Was shuffling my runes around getting ready to play a different support for the team comp we had and boom Suddenly my game froze and i couldn't do any thing. Shortly after the timer ran out and i got popped for Queue dodge.

is this the bug every one is talking about?
