A solution for the teammate that bans 'none'.

I say just go back to kicking them out of champ select for not banning. People who don't ban create the same problem we had with the old system, where one person had all three bans and could decide to only ban their own counters instead of actually overpowered champions. The problem being that they're hurting the team's chances by allowing the enemy those champions.
