Take this as a what if scenario. Because as far as i understand, given her VO, she's a pretty greedy mercenary.

And other champions with gold generation abilities like GP and TF have them because it´s part of their theme. GP plunders gold because he's a pirate. And TF gets RNG-based gold because he technically gambles ingame and always wins, regardless of the amount.

Sivir, however, despite having almost all of her voice lines be related, directly or indirectly to gold or building massive fortunes does not have a similar ability.

But her passive is already important. It's her way of making up for the fact she's the lowest range ADC. Also that would make her kinda unbalanced, since shes a late game hypercarry any additional good towards her would be a huge impact, it's not so bad on champs like TF and GP because they are solo laners. But botside, thats 600g from champion kills if you kill both laners... She doesn't need any more gold income. Draven who does have gold income is a snowball champ, he needs his passive to get going.
