Why is PD allowed to be the cheapest and easily best Zeal item in the game again?

Because there is absolutely no logic behind it giving good stats, a limited range Ghost and 12% damage reduction for 2550.

If anything, it should be priced at 3100 if all stats are kept or 2800 if the damage reduction is gutted or even removed.

12% damage reduction is absolutely broken, especially when it´s put on such a cheap item.

Which brings me to my suggestion. Change the passive to provide a base 0.5% reduction, increasing another 0.5% for every level gained after the moment it was fully built.

So let us hypothesize Vayne finishes PD at level 8. She currently has 0.5% damage reduction and 10 levels left. At level 18 she would merely have 5.5% damage reduction.

I believe such a change would most likely prevent the case of Yasuo with PD, IE and BT out-lifestealling your damage, even though you could be playing a champion that would win almost every trade against him regardless of items but don´t solely because 12% of your damage is gone.

This change, however is still going to require a price increase to at least 2700 gold.
