It isn't as simple as "dodge the hook." Every Blitzcrank I am against literally runs at me all game if I'm the ADC. They just run at me, knockup, melee-range hook and ult. Dead. They do that again and again until the game is over. Every Blitzcrank runs straight for the ADC, CC's him forever, and wins.
Blitzcrank has to either run into people's faces to get the hook or land a lucky hook.
Play champs with movement skills and save them ONLY to sidestep the hook.
Hide behind minions so that it's harder for him to get a Q off and also harder to run straight at you.
Make sure bushes are warded. You don't want surprise fists in your bum.
When he fires off the Q and misses because you used a movement skill to dodge it, then punish him dearly for coming at you. It will put him on the defensive because he will not want to risk feeding you kills. If you just let him throw fists at you with no repercussion, then he will continue to do so.
Make sure you communicate with your support so that both of you are on the same page. When you get hooked and punched, if the support has some sort of stun or other disable that stops AA's and skills, make sure that your support uses them on their ADC and turn it into a trade so that either both of you are equal or hopefully you're ahead. This will typically lead to them blowing summoners earlier than you which means you have a better chance on the next trade to get a kill.
i know this is easier said than done, but you gotta be hitting him so when he get to you hes taken a heap of free damage and hopefully when you facotr in your support doing all the cc they can to the enemy adc you come out on top. but yeh its aids
You keep him at half HP (similar to Leona) and that prevents him from doing anything but trying a long range hook. How do you keep him at half HP, poke him merciless when any of his abilities on on CD, or poke him if you have a poke adc. Don't let him play by his rules
Play with a support who can CC him 100% or play an adc with mobility.
blitzcrank relies on his W to catch someone it's a strong movement speed boost that fades with time and slows him in the end
if you manage to cc him (even slows are enough) during the begining of his boost, he won't be able to catch you and you might even punish him as his W slows him he can't dodge skillshots, if he tries to he will lose time and his bonus ms will quickly fades
That is such a terrible description. First off all, in lane, you have your own support + creeps. If he walks up to you in melee range then he's tanking a lot of damage and it's probably free first blood. You should stay behind your creeps and auto him. It is your own fault if you get picked by a blitz hook outside of lane due to positioning mistakes.

In lane if he misses hook you and your support( who should go in first) as to beat the F out of him at that point. Make it clear to him that if he misses he dies. Play behind minions at all time, you can give up 1-2 cs so you don't get hooked. Most people get hooked because they think 2 cs = death; it's not, you can afford to be down 2-5 cs even 20 cs these days.
Play passive and let the enemy botlane(blitz and adc) push to your tower, his hooks at that point are -50 in effectiveness because he's just closer to your tower and your side of the map in which the jungler will be near 50% of the time.
Long story short misses hook = F him up! Hook up = play passive and let them push and freeze the lane, until your jungler can gank.
Late game Blitz is pretty bad honestly, his hooks just don't mean as much mainly because if he hooks the wrong person say Darius, Illoai, Wu etc it pretty much just got his team killed, as adc just stay behind your team and minions and you can beat him easily.
