Why are boots restricted?
I don't see the point in restricting the boot items to make it only possible to gain stats from 1. Would it really be that game breaking if someone decided to buy a full set of 6 boots of swiftness or something?

Lol. full movespeed hecarim for the win.
That being said, riot wants to limit movespeed. 400 movespeed is par. It is where movement feels nice; when riot got rid of boot enchants they basically said "We want low MS champs to have low MS no matter what, so hyper mobile champs like zed, leblanc, yi, and udyr can catch up to any and every champion who doesnt have 340 or higher MS"
Personally i wish boots of swiftness had a 10 or 20% MS/bonus MS boost on them...
Quick Quiz.
What is the ONLY Boots that give Damage?
(If your answer is None, you are wrong. Hint: This IS a trick question, as it's a very specialized case.)
all of them
all increase your overall damage

Attack Speed increases Sustained Damage... that's not the same thing. I mean, in reality, the Beserker Greaves would increase EVERYONE's Damage by letting them Basic Attack more.
Same for CDR... no one gets 'more damage' from CDR, they get Sustained Damage as they toss spells out quicker.
But you are right on Hecarim, who gets 15% to 30% Based on Level of his MS as Damage. I'd forgot about the Horse. :D 45 Move Speed would be 13.5 Damage at Max Level. Swiftness gives 55, so 16.5 Damage.
Taric's Rework I had missed the Passive on, it does add +15% Bonus Armor so Ninja Tabi would give him 4.5 Damage.
Malphite doesn't directly turn Armor into Damage.
Rammus does gain 25% of Armor as Damage... so Ninja Tabi work on him. So that's 7.5 Attack Damage for Rammus.
Galio and Mercs is what I intended, so you nailed that one.
Jhin somehow with an abacus gives 7.5% of something in extra AD due to the Greaves (2.5% per 10% of Attack Speed, Greaves gives 30%). But a high enough Math hasn't been invented to understand Jhin, so we don't count him. :P
So I should reword the Question in the future to 'Which Boots give AD/AP' to which we would find Rammus gets AD for Tabi, Galio gets AP for Mercs, and Hecarim gets Bonus AD from all boots with the most from Swiftness.
Taric doesn't get AP or AD, just Bonus Damage on 2 Basic Attacks.
So we have a Triad of AD/AP for Boots, all using different Boots to achieve the maximum they can.
But thanks for that, it made me research better to get this down more accurately. :D
And Jhin... but we need Steve Jobs to tell us how much AD it is.

You are on-point with this observation, and it is a failure of the design of the cost-to-benefit system, a ham-handed shortcut. The ideal game ecosystem would allow for the player to purchase as many boots as they want, gaining the benefit of six boots at a cost of no other tools.
But such an alteration would consume developer time re-engineering balance, and they are already busy working on queue times and role selection, which I quite like as a higher priority.
