Can Sheen/Spellblade gain an AP scaling?

With the changes to Sheen, more champions can buy it without worring about wasting Gold on Ability Power. Some champions are a little bit sad that there is no more Ability Power, especially in Trinity Force (Corki, Jax, etc. ), but overall the change is nice. I love the 20% CDR on Iceborn Gauntlet.

However, Sheen feels weaker now and so I thought, maybe it could get a small Ability Power scaling to buff those champions who miss the stat. Just 10% or so. It would go over to Iceborn Gauntlet and Trinity, too, and wouldn't cause too much harm, since hybrid champions don't get too much Ability Power anyway.

And Mages like Ezreal, Corki, Kayle, and Jax could buy it, then an expensive Ability Power item, and then upgrade Sheen later on when they have a stable income.

I know you are reluctant to changing your changes right now, for obvious reasons, but you also said now was the perfect time to change things, and you could just, like, try it out for a cycle on the PBE and see if it works or helps any.
