Not a clue. If I had to guess, I would say that there is some spaghetti code where using the Q forced your autoattack to roll twice for a crit instead of once, thereby requiring you to score a crit twice in order to actually get a critical hit. This would effectively decrease her crit chance for any Q-empowered auto, and this change would fix that. I have no idea if that is true or why it would work like that, but I can't think of anything else he could mean.

When she q's it's possible for either the auto or the q damage to not crit so I'm guessing now if one crits the other automatically does too

To clarify, Q bonus damage and AA crit chances were rolled separately. Now it's done once. If you crit, it all crits.
