Sion needs some power redistribution in his kit

his Q holds too much power in his kit while the rest of it is just... there.

You never get to pop your shield in fights and if you miss your Q (or simply someone flashes it or uses a dash) your dueling potential is gone. Smarter players also tend to stand on TOP of you when they fight so that you have practically no chance of using your Q.

old ferver helped because you could use auto attacks with your passive to have 2 areas in your kit that could deal sufficient damage to help in a team fight

I'm not suggesting a buff to his Q or anything, but i'd like him to have some power in his passive because its actually trash late game. The most minuscule of slows stops you from doing anything. But as of right now he's too reliant on landing his Q.
