in addition your support nami is 0/5 cant dodge a hook. what do you do as the adc.

If you see that Nami is an idiot (after getting killed twice I'd say), tell her to roam or just literally go top to 2v1.
Buy QSS very early. Yes, pros wouldn't do that. But you don't need the damage that much early if you're getting shoved to tower and can CS with its help.
Buy a pink ward and place it somewhere to see if you're about to get 3 man dove. If you are, don't contest and just stealth out.
Freeze the lane. Always. Possibly by tanking minions a bit. Chances are good that the opposing adc has no clue about wave control and will keep shoving to your tower - so while you will be behind, as long as you grab at least 3 cs under tower you should outscale cait.
Don't greed for too-far-to reach cs. Expect Blitz to W to you quickly every time you step out from minions' backs to get a cs. Dying for that is so not worth. This is probably the most important thing to do - most ADCs just can't take it when they see they're about to lose a CS and suicide for it extremely often.

Of course, if enemy Cait is good enough, she will freeze and zone you with Blitz, making you not get any CS aside from jungle, but that is such a high elo strategy that chances of it are extremely low. I don't know what your elo is, but I wouldn't expect good wave control from the opponent at least until Diamond.

enemy cait was a poor player, i finished 1/0 with 86 cs, cait was 4/1/1 with 75cs after around.... 11minutes id say.

i know i finished lane way better than i should have but i stood behind minions and cait either had to shove in under my turret or not use abilities at all forcing her to just farm or take a turret shot for every auto against me. blitz couldn't hook me at all.

i tried telling nami to do the same to LoS blitz with a minion, nope, didnt care, just berated me for not saving her after each hook, i would w but thats about it.

the 1 kill was from a vi gank just ulted cait on the spot and i went in too. (hurray jungler finally shows up!)

i feel like that was the best i could do, but i wanted to do more against cait to stop her from getting big. but i just felt powerless without a hard numbers advantage.

I was about to say, bait hook, dodge hook punish fools for taking blitz.

but i guess its more a case of tell support to roam 1v2 under tower then let tower fall and freeze next to your second tower. while support is roaming still.

if blitz cait rotate to try and take other tower, use time to farm and take objectives.

ofc they will ward your jungle and try and hog your side's neutral camps. your team will have to collapse on them from time to time to make them not do that.

you abandon lane completely, and start ganking the mid.
