what you described is someone who was angry and blamed their jungler instead of their own skill level. Camping is getting ganked multiple times in quick succession or many times over the course of the game.

"i got ganked once within 10 minutes, so I'm going to say i got camped and blame my jungler, even though in the time frame of that ten minutes he secured us 2 dragons, got bot lane the win, and solod the enemy jungler in his own blue buff.

Ive come to realize top lane mains are the true divas on this game.
