The real problem with Camille is her dash escapes CC

Let's say someone is playing Sion. You land and E and start charging your Q. Camille's E goes off cooldown, she E's right as you drop your Q.

She will still be stunned. But it will teleport her to the wall and let her do the second E. It's bullshit. Her E is effectively immune to CC. If she gets stunned or immobilized, she should be knocked out of her E. Currently, it has no real counterplay to prevent escaping.

You are wrong. When she gets CC'd mid E, she will still pull herself to the wall, yes. However, once she hits the wall, she is then CC'd for whatever duration she was hit with. She cannot activate E2 if she becomes CC'd during the initial cast of E.

Also, if you're going to attack Camille, let's discuss Riven. Riven can time her little hoppy thing to completely ignore CC that would hit her. Camille at least is CC'd on the wall if she is hit; Riven has no repercussions to being hit by CC and cheesing it with her hop. I literally hit Riven with a dead on Sona ultimate only to have her hop directly at me, in the path of the ult, ignoring it entirely. Let's discuss this matter, as utterly ignoring CC is a helluva lot worse than postponing it.

This is treated the same way as any other drag though?

Almost every dash in the game has this issue. If you get CCed mid-dash by anything other than displacement, the effect will not apply until you finish traveling. This used to be a large issue on Kalista before she got heavily nerfed, because her perma-dash made her effectively immune to slows, and highly resistant to most other forms of CC (she still has this problem, to some extent).

To a larger degree, the state of mobility and crowd control now hasn't really evolved that much since the start of the game, and both systems have a lot of issues with both coding and design that haven't been properly addressed. One of the likely reasons we experienced knockup creep on a string of champion releases, for example, is because displacement carries a lot more clarity than other forms of hard CC, and actually interacts properly with dashes. Mobility needs to be properly affected by crowd control at all times, and CC itself needs to have both its clarity and interaction with other game elements brought to modern standards (people with Tenacity can still Flash out of Soraka's persistent silence, for example).

That's just ability lag.

The issue with camille is this:

With other "offending" dashes, such as Tristana's hop, the "magic zone" for landing a CC that gets ignored by the ability is short because you have to hit it during the cast time. With Camille, almost the entire dash is "cast time." The actual dash is almost instantaneous. So if you land a CC on her while the ropes are extending, that is cast time, so she will escape.

IMO, Riot needs to fix all dashes so they are cancelled both during cast time as well as during the actual dash (which actually all dashes currently do). Since Camille has this fancy super-long cast time, though, it makes it almost impossible to prevent her from dashing.
