There are some champions who heavily rely on finished items to deal damage and then there are some who don't need a finished item in general to out-damage someone with a finished item.

Malix Farwin1 votesThere's already a lot of champions like that(typically late game champs). There should be situations where those champions can hit that mark though if not the either every late game champ needs to be changed or the game needs to be changed instead.
