Goals of these changes:
- Hit some champions that were unnecessarily buffed in Season 9.
- Make Conqueror a bit fairer on Ranged
- Make certain champions a little less annoying to play against (Yasuo)

Frost Shot (Passive):
Slow reduced to 15% − 30% (based on level) from 20% − 30% (based on level).
Enhanced slow reduced to 30% − 60% (based on level) from 40% − 60% (based on level).

Base Stats:
Base Attack damage reduced to 60 from 62.
Yordle Snap Trap (W)
Traps placed within 500 range of an enemy turret now have their duration reduced by 60%.
VFX updated to make traps easier to see when hidden behind a standing enemy structure
Within 500 range of a turret means within 500 range of the actual structure itself not it's sight/attack range

Parallel Convergence (W)
Stun duration reduced to 1.75 seconds from 2.25.
Chronobreak
Cooldown increased to 110 / 90 / 70 seconds from 110 / 80 / 50.

Shield of Daybreak (Q) - Cooldown increased to 6 seconds from 5.

Indestructible (W)
Percentage of damage Mordekaiser deals saved as a potential shield reduced to 30% from 35%
Percentage of damage Mordekaiser takes saved as a potential shield reduced from 15% to 10%
Potential Shield maximum strength reduced to 25% maximum health from 30%.

Hitbox adjusted to be a bit fairer for enemies.
Staggering Blow
Root duration reduced to 0.5 − 1.5 (based on level) seconds from 0.75 − 1.5 (based on level).

Wind Wall (W)
Cooldown now starts once Wind wall expires, not when the ability is cast.

Jaws of the Beast (Q)
Health ratio reduced to 5.75 / 6.5 / 7.25 / 8 / 8.75% of the target's maximum health from 6 / 7 / 8 / 9 / 10%.
