Are there bots accounts at level 30?

Im pretty sure i just ran into one. Player:963963963. Level: 30 Highest chamion mastery 2, 2 games played in match history shown on lolking, materies are completely empty no keystones, but 2 rune pages. Silent entire game (Normal though duh), no pings, and upon reaching level 6 as SUPPORT Tryndamere would walk into lanes, stand there take some aggro and then wander off somewhere else and die. Rarely ulted but continuously walked into the middle of the enemy team just like how the Bots in Dominon and ARAM would do on low level accounts. Proceeded to afk. Not a word. Are bot accounts still a thing???

Just looked em up and I see masteries, only the first page is blank

1? Are you sure you're not missing like, a lot, like a lot, of 0s? As I mentioned elsewhere, I played 3 games of twisted treeline, and ran into 15 bots in total.

there are quite a few in ranked and normals... usually they have a ' afk run'' they do and sitting not doing anything then there are the bots that run around turrets and only attack a few times all the bots run a specific route... it never changes sometimes they end up being the one with half the kills in the game then when you talk to them all game and 2 mins before they say what is afk botting..... then ya know
