A suggestion to improve the experience for people who have a high ping

When holding down the button of an ability which is on CD it should be used as soon as the CD is over (if it's a skillshot it would be used where your cursor is). It would useful seeing as if you have 0.5s delay (for example) all your abilities will have an additional 0.5s CD since you can only use them when they're off CD.

Also it would be really useful for champs with very spammy skills like

Plus no more "My ability came back up just as I was about to die, so didn't have the time to use it".
