Why are wards still capped at 3?

2 reasons

1. So people don't force supports to give up all their gold on wards while everyone else builds actual items.
2. Because having access to that much vision was actually broken and the only thing balancing it or gating it to any degree was people's reluctance to actually freaking buy wards. Go figure.

So Supports don't end up as ward bots again while everyone else builds real items
