Is Poppy a diver (fighter) or a vanguard (tank)?
I honestly can't tell, because she has multiple aoe disruptions, her damage is relatively high compared to most tanks and she's quite durable due to her two passives.

Officially she's considered a warden, a subclass of tanks meant to protect allies by disrupting approaching enemies. But you can build her to be a diver or skirmisher as well. She doesn't really have the long range engage expected from a vanguard to fit in that class.

I still miss the old Poppy that was basically an assassin. Sure, it made no sense and was broken af (if it ever got the chance to take off), but it was so fun to play imo lol (though it was miserable to play against lmao). I wish current
could go with an assassin build, like how
got to retain their full AP build, even if it would make no sense for a fully armored character to be a glass cannon :/
But hey, this isn't the thread for that! As other people have said, I'm pretty sure her kit and playstyle lean more toward a Warden than anything.
On Poppy, your build is very diverse. You can build Assassin burst, Full Tank, Bruiser and so on. She is very versatile and I think it wouldn't work to bind her into one role. She can adapt easily against certain champions. Though if I had to say one, I'd say a Vanguard even though she doesn't have the usual engage of a tank to be able to dive in and start whacking people to death. She is however a very good backline peeler due to her many disruptions and CC towards enemy divers.
I love how the second option is Vanguard, when she was actually intended to be Warden Tank (hence her dash-stopping aura and the hammer). So even If we moved from her playing like bruiser, she still feels like vanguard more than warden, lol.
