Can we get Viktor back?

Viktor feels awful in solo queue unless you one trick him. Pretty much the exact same feeling as Ryze.

His item needs some loving. Because compared to the other 1300 item, that EVERYONE gets viktor's item sucks.

Here is why I am comparing it to the 1300 gold item. Because if viktor backs at 1150 gold, the enemy gets a free shove, free minions, and a wave to meet in front of their tower.

Saying you get it around level 6. It is 18 AP + 90 mana+ the upgrade. Vs 40 ap + 300 mana + 20% mana regen on lvl up + 10% cdr.

Seraphs gives 120? AP, 1400 mana, 20% cdr, and the shield passive. (By itself). Meanwhile Viktor's fully upgraded item at level 18 gives 180 AP, 450 mana, and unlocks all upgrades.

What I think should happen to Viktor's item is. T0 Item: +1 ap per level, +15 Mana per level T1 Item: +5 Ap per level, +20 mana per level + 1 upgrade. T2 Item: +5Ap per level, +20 mana per level + 10% cdr + 1 upgrade. t3 Item: +6 Ap per level, +20 mana per level + 20% cdr + 1 upgrade.

So finally level 18 item would be 108 ap, + 360 mana + 20% cdr + all upgrades.

Thus giving him some item space to work with.
