Actually, why not have some of mages' soft CC scale with AP?

Take Ziggs' mines, for example, or Ekko's whateverhedoestoslowyou. Seems silly that with a tanky/mana+CDR build that they get so much value out of these slows, right? Why not have them pay for it?
