Is it a good idea to max Turtle and Bear form as Udyr?

You should at least max or put more points into your damage spell R or Q, unless you are laning with Udyr and getting your butt kicked, then its fine to max W first with only 2-3 points in your damage spell.

ad, go Tiger max, turtle or fighting bear for ganking second, ap, max pheonix then q. if FULL tank then maybe turtle.

Phoenix > Turtle > bear

Skill Order: Q/R > W/E -> W/E

You rarely (if ever) max both Tiger and Phoenix stance.
