Can Vlad stack spell Vamp with Wota & Gunblade?
If i bought a wot and then a gun blade after that, would that stack to 40% spell vamp? 
If so, why doesn't anyone buy both spell vamp items? (wota & gun blade)

Yes they stack, but Gunblade is too expensive for Vladimir and doesn't provide him with nearly enough AP for him to make it cost-effective. You'd be better off filling in that slot with a dedicated mage item like Abyssal Scepter or Zhonya's Hourglass.
Vlad doesn't need the AD or the active from Gunblade. You are better off getting a full AP Item to increase his healing/damage OR if you want to focus on healing then get 
and watch your health come back like nothing. Will benefit a lot more than the lost stats on from Gunblade.
